Empire Innovation was founded in Madrid in 2024 with a single purpose: to structure international defence materiel transactions under Spanish regulatory supervision, with complete documentary traceability.
01.1The founder
Technical leadership, regulatory judgement.
Jorge De León Rivas, CEO and founder, is an engineer specialising in robotics and autonomous systems, with prior experience in defence-sector programmes. He personally directs each of the company's transactions, from initial regulatory scoping through to delivery, applying a single principle: no phase moves forward without its documentation.

Four rules we do not negotiate.
01Documentary traceability
Every communication, offer and agreement leaves a written trail. The entire transaction can be reconstructed document by document.
02Phased transactions
From contact to delivery, a sequential method with verifiable milestones. No phase begins until the previous one is closed.
03Counterparty confidentiality
The identities of suppliers and end customers are protected contractually and disclosed only when the transaction requires it.
04Compliance as a precondition
Regulatory viability is assessed before commercial viability. If no licence is possible, there is no transaction.
